Covington is one of the leaders in representing clients in congressional investigations and in high-profile hearings before Congress.  We have represented corporations and individuals in many of the most significant congressional investigations in recent years.  In addition, a number of our lawyers worked on congressional investigations while serving in the government, including, most notably, representing President Clinton in the impeachment trial.

The hallmark of Covington’s congressional investigations practice is the breadth of skills brought together for our clients.  Our attorneys who practice in this area include skilled litigators, watching out for potential legal liabilities, experienced players on Capitol Hill, and experts in the wide array of substantive and regulatory fields that come in for congressional scrutiny.  Our lawyers make sure that a client’s public image is protected, that its reputation in the halls of Congress is maintained, and that its political strategies do not invite legal risks.

Representative Matters

  • Represented the University of California (“UC”) in an intense and wide-ranging investigation by the House Energy and Commerce Committee into alleged fraud and mismanagement at the Los Alamos National Laboratory, which UC has managed on behalf of the federal government for decades.  The investigation involved over two dozen witness interviews and culminated in three days of Committee hearings.  At the conclusion of the investigation, the University retained its contract to manage the Laboratory.
  • In the wake of Enron’s collapse, we represented Moody’s Investors Service in numerous hearings before multiple congressional committees.  Senior Moody’s representatives, including the company’s president, testified at these hearings, with the assistance of lawyers from Covington.  Moody’s emerged from these investigations with its sterling reputation intact.
  • Advised Yahoo! on issues related to screening of content and responding to demands for information in China.  Senior Yahoo! representatives testified before the U.S. House Committee on International Relations with the assistance of Covington.
  • Advised one of the major U.S. energy companies before several Congressional committees in 2005-2006, including a joint hearing before the Senate Commerce and Energy committees at which more than one-third of the Senate attended.  Our work included prepping the CEO for the hearings.
